The District Consumer Disputes Redressal Commission, Central Delhi, has issued a non-bailable warrant against Pankaj Aggarwal, Managing Director of Haldiram Snacks, over alleged non-compliance with its earlier order in a consumer dispute involving packing charges. The execution proceedings relate to a complaint filed by Raminder Kaur over the levy of Rs 40 as packing charges on an online food order placed on September 2, 2023.
As per media reports, the order has been passed on April 9, 2026, by the Commission comprising President Divya Jyoti Jaipuriar and Member Dr. Rashmi Bansal in Execution Application No. DC/77/EA/16/2025, arising out of Complaint Case No. DC/77/CC/131/2023.
The Commission has observed that the judgment debtor has failed to comply with the directions issued earlier and has not appeared before the forum despite repeated proceedings. Following an application by the decree holder seeking coercive action, the Commission has directed the issuance of a non-bailable warrant for the arrest and production of Aggarwal on the next date of hearing scheduled for June 2, 2026.
The Commission has earlier, in its final order dated November 4, 2024, ruled in favour of the complainant and directed the company to discontinue charging packing fees, refund Rs 40 with interest, pay Rs 10,000 as compensation for unfair trade practice, Rs 5,000 towards litigation costs, and deposit Rs 40,000 into the Consumer Welfare Fund.
With the directions remaining unfulfilled, the Commission has initiated execution proceedings, including coercive measures. On December 18, 2025, it has ordered the freezing of the judgment debtor’s bank account maintained with HDFC Bank at Kasturba Gandhi Marg, New Delhi, citing continued non-payment and absence.
With compliance still pending, the Commission has escalated the matter by issuing a non-bailable warrant.
