New York City has surpassed Hong Kong as the most expensive city for expatriates to live in, according to ECA International’s Cost of Living Rankings for 2023. As a prominent global financial center, the United States city is significantly impacting expats’ finances due to high inflation and escalating accommodation expenses. These factors have led to New York City claiming the top spot in terms of cost of living.
In this year’s rankings, New York City and Hong Kong have exchanged positions, with New York now occupying the top spot and Hong Kong moving down to second place. Following closely behind are Geneva in Switzerland, London, and Singapore, respectively, making up the rest of the top five cities in terms of cost of living.
The ranking of 20 cities this year was largely influenced by cities in the United States and China, with Dubai and Abu Dhabi in the United Arab Emirates also making the list. These cities prominently featured in the rankings, highlighting their high cost of living compared to other global locations.
In addition to Chinese cities and Singapore, the top 10 list in Asia includes Tokyo, Japan, and Seoul, the capital city of South Korea. These cities from Japan and South Korea have secured their places among the top rankings, showcasing their significant cost of living in the region.

Method of analysis
The list was compiled through a comprehensive analysis of several factors, including the cost of consumer goods and services, as well as rental costs in areas commonly inhabited by expatriates. ECA International assessed a total of 207 cities across 120 countries and territories worldwide to create this ranking.
